approximately 1429 UTC on January 5th, 2017 site power was lost and the radar was down until 
January 8th, 2017 at 1744 UTC.

The site lost power during a severe winter storm.  Operators on site were not able to get 
out and restart the generators to bring things back up until 1/7/2017.  Most of the 
instruments were brought up at this time, but some problems remained until 1/8/2017
