The 500nm channel data were noisy at times, and at other times output "steps down" a 
notch.  On 10/14, maintenance was performed to re-seat connection. On 10/31, the noise 
returned briefly, so the end-date has been extended through that date.

The instrument started showing signs of degradation, particularly in channels 5 and 6.  
There were also other issues noted such as connectors in poor condition.  Taken together, 
it was decided to build a new instrument.  The new instrument was installed on 20130819.

Description:
The head heater is not working.  After the new NIMFR was installed it was discovered the 
head temperature was not functioning.  Heater was fixed and the instrument returned to 
service on 20130826.  The irradiance data may be usable as the ambient temps are rather high 
this time of year.  Coloring this DQR yellow with that in mind.
