ENA/WSACR/D1 - Incorrect scanning pedestal location and scan speed information in data 
files

The time-dependent 'elevation', 'azimuth' and 'scan_rate' data fields contain
incorrect values.

ENA/WSACR/D1 - Returns not Recorded at times

It appears that the radar is not functioning properly during random VPT* scans causing 
only background noise to be recorded.  Appears in the data as if the transmitter is not 
working and it is just observing background noise.
