Description:
The precipitable water vapor appears to have a high bias that appears to be due to 
brightness temperatures being calibrated 1.5-2 K too warm. 
The reason for the calibration bias is not known and several attempts at correcting it 
have not been successful. The liquid water path is not affected as much.
