SGP/MET/E9 - Time-stamp uncertainty

Between 20100503 and 20100507 the sgp.E9 instruments (EBBR, MET, SIRS, SWATS) time clocks 
were drifting outside the allowable +/-3 seconds.  During the specified period, the 
swings ranged from -326 to +637 seconds.

Starting on 05/14 the wind speed values at E11 intermittently flat-lined.  The connections 
were reseated 5/18.

SGP/MET/E9 - RH probe failure

The T/RH probe failed. The resulting problem led to very unreasonable values of RH (~160%) 
which caused the vapor pressure values to also be incorrect.
