Description:
A hardware change occurred on 20040922.  Following this change, the head temperature was 
not being well regulated.  The temperature should stay around 40 deg C, but often, 
especially in winter, values less than 35 deg C were observed.

There was never any obvious problems in the irradiance data, but that is not unexpected as 
any issues would be subtle.

It is likely the new Langley style calibrations being employed in the c1 level data will 
account for the lower head temperatures.  Even with this expectation, however, we are 
including c1 streams in this DQR so users are aware of potential issues.
