NSA/CPC/X1 - Reprocess: reprocessing from raw data in preparation for not-yet-released b1 
level

End to end reprocessing to generate new a1 datastreams is needed so that when the 
harmonization software is released to production, we will be ready with the a1 datastreams that 
are input to the subsequent processing software.
