SGP/ARMBE2DGRID/X1 - Reprocess: OKM and KSU Mesonet Data Error

The VAP code is not correctly handling the situation when the number of sites changes 
within a month for the OKM and KAM data. This is impacting some of the fields in the 
ARMBE2DGRID data.

• Temperature mean(temp_mean)
• Rain, surface, 1-min avg(precip_rate_mean)
• Wind speed, S-to-N component, at altitude, derived from ETA model(v_wind)
• Humidity, relative, at 2-m height, 1-min avg(rh_mean)
• Precipitation intensity(precip_rate)
• V wind component, domain mean(v_wind_mean)
• Wind speed, W-to-E component, at altitude, 915 MHz RWP(u_wind)
• Temperature, air, at altitude, RUC model output(temp)
• Humidity, relative, at 21-m height, 30-min avg(rh)
• U wind component, domain mean(u_wind_mean)
• Surface pressure, domain mean(pressure_mean)
• Model surface pressure for the station(pressure)
