Description:
The implementation in IRIS caused it to take only 32 samples for HSRHI scan types.

Instrument operation has now been changed to take 80 samples for an elevation sampling of 
0.25 deg. This is oversampling by 4. The rational is that cloud and precipitation 
vertical structure are well captured with oversampling with RHIs.
