Description:
The azimuth data are incorrect.  This was discovered using PPI data, but it is possible 
that the RHI data are affected as well.

An offset in the azimuth was discovered by looking at the anomalous propagation pattern 
and how it changed over time.  The pattern showed the outline of the coast clearly and this 
was used to determine that there was an offset in the azimuth.
