SGP/RIPBE/C1 - Reprocessed: Cloud liquid water path incorrect

In the calculation of cloud layer liquid water path, the factor representing the width of 
the RIPBE height bin (45 m in cloud layers) was neglected.  Therefore, the cld_lwp 
variable is too small by a factor of 45.  This factor was included in the calculation of cloud 
layer ice water path, so the cld_iwp variable is correct.

Multiply cld_lwp by a factor of 45 to get the correct cloud layer liquid water path.

SGP/SIRS/E32 - Reprocessed: Partial shading

Shading of the PSP radiometer occurred after sunrise for a few minutes between 1215 and 
1300 UTC affecting the downwelling_shortwave_hemisp variable as well as the associated min, 
max, std, and inst measurements.  The shading was caused by the presence of a narrow 
antenna that was later relocated.  

The data have been reprocessed to set specific affected periods to the missing_value 
(-9999). Specific times affected were:
    20120505: 1221-1229
    20120506: 1230
    20120509: 1233-1237
    20120510: 1235-1239
    20120513: 1243
    20120514: 1243-1244
