Description:
RAIN TBRG precipitation measurements were significantly lower than accumulated 
precipitation measured by co-located ORG and MET instruments. This occurred in both light and heavy 
rain events.  

The tipping bucket sensor was replaced by a weighing bucket rain gauge.

A lightning strike took out the instrument on 6/12.  Error_latch and stat_latch flags were 
tripped and the instrument failed to record precip measured by co-located instruments 
(e.g. on 6/13).  Voltage and other data fields were also very erratic.

Instrument was replaced and normal operations resumed on 20110615.

20111212 123000 and the noise will only effect the raw data.  The ingest which produces the
