Description:
During hurricane Sandy the instrument support arm was torn from the tower.  Unbeknownst 
until very recently, the sensor head was damaged.  We believed the problem was identified 
and resolved this past Jan.  While one issue was fixed at that time, the damaged sensor 
continued to cause problems.  This DQR ends on Feb 2nd, but there are missing data until 
the instrument was replaced on Feb 28.  The missing data are captured in the missing data DQR.
