Description:
Between 20100503 and 20100507 the sgp.E9 instruments (EBBR, MET, SIRS, SWATS) time clocks 
were drifting outside the allowable +/-3 seconds.  During the specified period, the 
swings ranged from -326 to +637 seconds.
