Description:
The up_long_hemisp shows large steps and offsets in values (greater than physically 
possible incoming radiation) that were eventually attributed to a bad instrument cable 
connection.

The up_long_hemisp values during the time range specified were intermittant, varying from 
10 to 100% of any given day.

SGP/SIRS/E38 - Reprocess: Incorrect calibration coefficients

Description:
During the time range specified the UIR and DIR serial numbers are correct but incorrect 
calibration coefficients were applied in the datalogger.  The incoming longwave UIR and 
DIR must be recomputed using the new k1 calibration coefficient supplied and applied to the 
raw data in the corresponding SIRS 20s datastream. The start time corresponds to the 
first available data in the Archive.  However, repro job should start on first available 
data from the station.
