SGP/SEBS/E14 - Soil moisture measurements incorrect

Soil moisture measurements were recorded as minimum from the beginning of the SEBS 
installation at E14.  Incomplete wiring was discovered and corrected on 20110131.

A connection or multiplexer issue caused the #1 set of soil values to be incorrect, 
resulting in the surface soil heat flux and surface energy balance to be incorrect.
