Description:
The implementation in IRIS cause it to take only 32 samples for only  HSRHI.  it is now 
80 for a elevation sampling of 0.25 deg. This is oversampling by 4. The rational being 
that cloud and precipitation  vertical structure is well captured with oversampling with 
RHIs.
