Description:
After a rain episode, drops of water collected on the lens window causing the cloud 
fraction values to be suspect.

To prevent this, a drip edge was formed around the bottom of the enclosure with thick 
electrical or splicing tape.

MAG/SONDE/M1 - Reprocess: Incorrect initial lat/lon

Description:
The sonde latitude and longitude were not updating correctly.  Every sonde launch was 
reporting an initial lat/lon of 25.23,-145.23.

The lat/lon data for this time period will be corrected and the data will be reprocessed. 
This problem does not affect any of the state variables, only lat/lon.
