SGP/QCRAD/E11 - Instrument multiplexer failure

Description:
The multiplexer failed intermittently during this time. The down_short_hemisp, 
up_long_hemisp and down_long_hemisp were very noisy. The SIRS multiplexer wiring or mux itself was 
failing during this time. Ops replaced the mux on 12/2. 

The problem is documented in instrument DQR D081029.2
