Description:
Upwelling shortwave signal is flat (0 W/m^2) from 1532 UTC on 2010-09-24 through 1636 UTC 
on 2010-09-28 when it jumps to 600W/m^2. 

Value jumps between 800 W/m^2 and -9999 (missing) until 1833 UTC 2010-09-28.

Signal is adjusted downward ~250 W/m^2 at 2208 UTC on 2010-09-28. 

Data during the specified period are incorrect and cannot be corrected.

Description:
The Upwelling Longwave signal was not present in the datastreams until 1746 UTC on 
9/23/2010. The signal was then very noisy and frequently above empirical limits (575 W/m^2) 
between 1700 and 2200 UTC until 2208 on 9/28/2010 when it was adjusted upward about 50 W/m^2.
