Description:
On 7/20/2011 2211GMT Ops replaced the Gndrad upwelling shortwave instrument (PSP) but the 
calibration coefficients weren't changed until 07/25/2011 1842GMT.  The up_short_hemisp 
data will be reprocessed.

Old SN/cal:31294F3 / 113.59 W/m2/mV
New SN/cal:32014F3 / 116.43 W/m2/mV

Apply the following correction factor to each up_short_hemisp data point during this time 
period: new value [W/m^2]= old value [W/m^2]* (116.43/113.59)
