Description:
When the upgrade to the Central Facility rwp was installed, the interpretation of the 
configuration file changed  such that it became necessary to explicitly require that moments 
data be saved within the raw spectral data file.  Previously this was not true.   The 
ingest operates in such a way that it just goes a certain number of bytes into the spectral 
data and takes the following section.  Thus bogus moments data files were bing ingested 
that had essentially no usable information insofar as moments data are concerned.  Thus 
there are no usable moments data files from this time period.  At this time I have not been 
able to determine a method to recreate the raw moments files from the spectral data in 
any straightforward manner that would result in files with the precise format as presently used.
