Description:
On 7/20/2011 starting 2229GMT Ops replaced the Skyrad shortwave instruments (PSP/8-48/NIP) 
corresponding to the datastreams 
(down_short_hemisp/down_short_diffuse_hemisp/short_direct_normal) however the calibration coefficients weren't changed until 07/25/2011 1842GMT. 
 All three datastreams will require reprocessing at all levels.  Longwave data is 
unaffected.
