Description:
Beginning on 3/20/2010 approx 12:45 GMT the datalogger program reverted to its previous 
version. That is, it reverted to the version prior to the latest instrument changeout 
August 18th 2009.  Applied calibration coefficients and serial numbers are incorrect from 
3/20/2010 1245 GMT until correction on 3/24/2010 1645 GMT.  

Longwave instruments are NOT affected. 

The following shortwave datastreams(instrument) are affected:
down_short_hemisp (PSP)
up_short_hemisp (PSP)
short_direct_normal (NIP)
down_short_diffuse(8-48)

Users may apply the following corrections to the data during this time period:
new value = old value * (new cal coeff/old cal coeff)
down_short_diffuse = down_short_diffuse(old) * (114.21/108.53)
up_short_hemisp = up_short_hemisp(old) * (112.93/127.20)
short_direct_normal = short_direct_normal(old) * (116.86/126.60)

Description:
In the qc_down_short_diffuse_hemisp field, QC failures from the test indicated by bit_13, 
"data failed tracker off test", were set incorrectly as bit_9, "GSW2SumSW (93 > SZA > 75 
and SumSW > 50; GSW/SumSW < 0.85 or GSW/SumSW > 1.15)".  Solar tracker failures are 
correctly indicated in the aqc_down_short_diffuse_hemisp field. 

In the qc_short_direct_normal field, QC failures from the test indicated by bit_10, "data 
failed tracker off test", were set incorrectly as bit_9, "GSW2SumSW (93 > SZA > 75 and 
SumSW > 50; GSW/ SumSW < 0.85 or GSW/SumSW > 1.15)".  Solar tracker failures are correctly 
indicated in the aqc_short_direct_normal field. 

This is a software problem in the VAP that impacts all dates for which a solar tracker 
failure occurred prior to 20100608 for each facility.  The 19990911 start date was chosen 
because the DQR system can not link multiple start/end date/times with multiple facilities 
within the same report.  As a result, the latest start date corresponding to E21 was 
chosen. The actual start dates for which this problem could have occurred for each facility 
are as follows:
