SGP/MET/E20 - Rain Gauge Cable Chewed by Rodents

The rain gauge cable was damaged by rodents.  At the beginning of the time period, the 
data was falsely indicating nearly constant precipitation. Later it was falsely reporting no 
precipitation during a large rain event.

Starting on 2010-06-07 the E21 system clock started drifting until the problem was 
corrected on 2010-06-29.  The maximum daily offset reported in the collection logs were:
