Description:
A large discrepancy between the measured values of downwelling hemispheric shortwave 
radiation and the derived values occurred on 2/02 at the listed sites.  The difference is on 
the order of 200 Wm^(-2) at E2 and to a lesser extent at the other affected stations.  
This problem most likely resulted from a previous day or night snow/ice accumulation on 
the Direct(NIP), Downwelling Sortwave(PSP) and/or  Downwelling Diffuse(8-48) instruments.  
During the morning hours of 02/02, Approx 1300-2000GMT, snow/ice was covering one or more 
of these three instruments resulting in faulty readings and incorrect derived 
downwelling shortwave values as well.  Instrument readings indicate the problem resolved itself 
later in the day through normal meltoff.

Description:
Measured values of diffuse shortwave downwelling radiation fluctuated below derived values 
of downwelling shortwave radiation during the afternoon hours under clear conditions, 
probably due to a dirty PSP dome. 

SMOS precipitation and wind speed data reveal rain and wind on 02/19/03 at 2300 GMT 
probably contaminated the PSP dome with dirt.

Precipitation of .4mm on 02/29/04 1400 seems to have effectively cleared the PSP dome 
since PSP data on 03/01/04 compares correctly to direct and diffuse components.

PSP dome was dirty.  Afternoon values of downwelling shortwave radiation were less than 
derived values by about 50 W/m^2.  

PSP values compare well to derived PSP values after precip event on 02/29/04 1300-1600 
GMT. Maintenance on 03/02 1713 GMT revealed no unusual contamination.  Precip on 02/29 
likely effectively cleaned the PSP dome.

Measured values of downwelling hemispheric shortwave radiation were up to 40 W/m^2 higher 
than derived values during the afternoon hours.

Analysis reveals that this is likely an artifact of the cosine response of the particular 
installed PSP coupled with typical uncertainties of this set of installed radiometers.   
That is, this particular instrument cluster seems to be producing cumulative errors on 
the high side of accepted values.

The PSP contains the most uncertainty in measurement at this station. Users should use a 
derived value for the downwelling shortwave hemispheric irradiance (DS). Where DS = 
diffuse component + direct normal * cos(SZA) component described in the SIRS handbook Sec 7.2

After the DIR changeout on 8/27, the DLH measurements at the central facility vary 
significantly between pyrgeometers by as much as 65 Wm^(-2).  It was discovered that the two 
downwelling pyrgeometers destined for C1 and E13 may have been swapped during installation.  
The instrument mentor is unsure of applied calibration coefficients during this DQR's 
time period.  Backing out new downwelling longwave irradiances would be difficult in this 
case. Fortunately, the problem period is less than a fortnight.

During the morning hours of 01/06, the direct normal shortwave readings are anomalously

Eppley 8-48) cable on 02/08/2005 2055GMT.  There have been no dropouts since that time.

Data quality this site-month is poor. This is due largely to the missing Upwelling
Shortwave and Upwelling Longwave the entire month. This problem has been ongoing for
several months now. DQPR # 124 asserted that the Global PSP was recording inaccurate
readings. Thus, the Global PSP was changed out on the 17th by site ops. Prior to the
17th, the Global PSP was falling below nighttime empirical limits on most nights and
there were severe 3 component failures during the day. The change out of the PSP
mitigated the severity of the 3 component failures and eliminated the nighttime empirical
limits failures. There were still substantial 3 component flags after the 17th.

below empirical limits on the 24th. This may not be a problem, as many sites exhibited
the same problem on the same night. Exceptionally cold temperatures may be the cause.
Direct also exceeds its daytime empirical limit on the 1st, 4th, 10th, 13th, 14th, and 
20th. This occurs
at the changeover from medium to high air mass and does not last for longer than 30 
minutes.

Lightening strike on or near 6/2/2004 took the BRS NIP(31747E6) out of service, on or near 
6/15 the NIP was replaced and the datalogger program was changed to reflect the new 
NIP(31343E6). On 8/5/2004 the DIR (Downwelling longwave) instrument was changed out and a new 
program was loaded to reflect a new DIR.  The new program contained the original 
installed shortwave instrument calibration coefficients including NIP 31747E6. Thus from 8/5 to 
when the shortwave instruments were changed out on 12/3 the wrong s/n and calibration 
factor (i.e. 31747E6) was applied to the actual NIP(31343E6)installed at BRS C1.

Data quality this site-month is good. The offset in the Global PSP has been much improved, 
with an average nighttime offset of -4 W/m^2, since measures were taken on 17 DEC 2004 
to fix it. The Global PSP does not go below nighttime empirical limits all month. Global 
does fall below daytime empirical limits for significant time periods on the 2, 4, 5, 12, 
28, 30. There were still substantial 3 component flags 17 DEC 2004. The charcteristic 
three component failures are present through out the month, especially closer to the end of 
the month. The problem is about equally as bad in the morning as the evening.

The flags are usually high level yellow at their worst for any given day. Finally, there 
are the typical three component flags on the 29th as well, but these occur under cloudy 
skies. The data return to normal the next day and a cause for the problem cannot be 
determined.

Description:
Downwelling shortwave (DS) values frequently drop below -10 W/m^2 at night, and are 
consistently 20-40 W/m^2 less than the calculated downwelling shortwave during the day in 
clear-sky conditions. Corrective maintenance on 12/17/2004 corrected this offset.  It is not 
clear which CM action corrected the problem since the DS instrument cable was grounded to 
a new location and the DS ventilator fan was found in poor condition and was replaced.  
Either of these issues could have led to the problem observed in this instrument.

Description:
During site corrective maintenance to resolve an Extended Facility data collection 
problem, the SIRS.E12 datalogger was power cycled (1725 GMT).  The datalogger reverted to an old 
SIRS program with incorrect S/Ns and calibration coefficients for all instruments at 
this station.

The SW data can be recalibrated as follows:
First divide value by incorrectly applied cal coeff (first number) then multiply by 
correct cal coeff (second number)

After a long data gap on 5/25/2005, presumably a power outage, the following datastreams 
were showing incorrect values as well as incorrect calibration coefficients in the 
datalogger program:
down_long_hemisp_shaded (downwelling PIR instrument)
up_long_hemisp (upwelling PIR instrument)
short_direct_normal (NIP instrument)

The SIRS.E13 datalogger was power cycled (6/2/2005 2200GMT) and the correct program loaded 
into the SIRS datalogger and storage module.

The data during this time range can be recalibrated as follows:
