The IRT appears to be measuring higher sky temperatures than the AERI. There is no 
indication as to its cause or whether the IRT or the AERI is at fault.

PRB note: because the AERI is calibrated between each sample, the AERI
data has a high degree of confidence and the bias is likely on the part
of the IRT.
