Description:
Between 20071216 and 20080225 there are four stretches where the instrument is not shading 
properly.  Those periods have been accurately designated in this DQR.  Data outside 
these ranges are OK.  Avoid using this instrument during times covered by this DQR.  The 
hemispheric data may be OK, but with other good choices (C1 MFRSR and NIMFR), it is suggested 
to just avoid E13.
