Description:
During maintenance by site operations, a 2nd data record timestamped
as 190700 was collected.  It is believed that this 2nd data record
was the result of a clock adjustment and reflects a small portion of
the hour integration period it represents.  The 2nd record was
removed from the data. The 190700 record in the data represents the
ARM best estimate of data for that time.

Description:
The temperature rise values (trise_W, trise_E) are too high (> 20 deg C).  Water potential 
is calculated from a rise (and subsequent drop) in temperature in the sensor that is 
normally ~1-5 degrees C.  When the T_rise is too high, the soil moisture data is dubious at 
best and unusable at worst.

Due to the high T-rise (from which water potential and water content are derived), the 
moisture data is unusable.
