Description:
An incorrect calibration coefficient was applied to the up_short_hemispheric instrument 
(PSP) for the specified time period.  Changes in the ARM PSP calibration procedure now 
generates two differnt calibration coefficients for the same instrument, Cf(non "IR 
corrected")and Cfc("IR corrected").  CFc should have been applied to this instrument when CF was 
used.
The affected PSP is S/N 34292F3 CF=117.61, CFc(now applied)=116.07W/m2/mV

FKB/ECOR/M1 - Flux Data Suspect For Some Wind Directions

Description:
For some wind directions the horizontal fetch was not representative of the field in which 
the AMF was located.  Therefore, for the wind direction ranges 
40-159 and 176-209 degrees, the fluxes are affected by insufficient fetch and  surfaces, 
buildings, and vegetation that are not similar to the local field conditions.
