SGP/ECOR/E1 - ECOR Pressure and Temperature Missing

The pressure and temperature from the CO2/H2O sensor is missing due to a failure of some 
kind.

SGP/ECOR/E3 - CO2/H2O Sensor Not Working

SGP/ECOR/E16 - Sonic serial communication errors caused incorrect fluxes

Communication problem on the serial connection to the SONIC 
              caused data dropouts and subsequent data corruption.  In entering 
              the ECOR Linux box through the sonic serial port, the serial port 
              or the Linux driver handling it (likely the latter) sometimes 
              drops entire fields (one or more) within a line of raw sonic 
              data.  When that happens, the ECOR programming can not properly 
              parse the data (if it's not there to parse) and so the flux and 
              mean measurements come out as garbage in the 30 minute ECOR data 
              that is collected for ingest.

SGP/ECOR/E10 - Reprocess: Wind Direction Incorrect

It was discovered that the E10 ECOR boom is aligned 17 degrees to the west of true north.  
Therefore, all wind direction data for the stated period is 17 degrees too high.  
Subtract 17 degrees from the wind direction to give the correct direction.

The E10 configuration file was modified to correct this problem.
