NSA/SKYRAD/C1 - PIR data suspect

The PIR unshaded and the PIR shaded have a persistent offset between them, ranging from 0 
to 10 W/m2. It is particularly apparent during clear sky. The line of sight of the PIRd 
is obstructed making it difficult to assess the problem. The instrument was moved to its 
proper location in early February. The problem seems to have resolved itself with the move.
